What is a PEOS certificate?

A PEOS certificate records that you completed the Pre-Employment Orientation Seminar, the online seminar the Department of Migrant Workers requires of every applicant for overseas employment.

PEOS stands for Pre-Employment Orientation Seminar. The Department of Migrant Workers (DMW) sets it in its 2023 rules for land-based overseas Filipino workers, and those rules make completing it online mandatory for applicants.

Who has to complete the PEOS?

Every applicant for overseas employment. The DMW’s 2023 rules make completion of the PEOS online mandatory for all of them.

The rule sits in the DMW’s Department Circular No. 01, series of 2023, the rules governing the recruitment and employment of land-based overseas Filipino workers.

The seminar covers all stages of employment, and the DMW may make it specific to a country or to a skill. An applicant for a job in one country may therefore see different material from an applicant for another.

What is the PEOS for?

It prepares you to decide about working abroad before you commit to it. The DMW puts the seminar inside its public education programme, next to its campaigns against illegal recruitment and trafficking in persons.

The seminar exists to tell you what the job and the country are actually like before you commit to either. If what you hear in it does not match what an agency has told you, that gap is the reason to ask more questions before you sign anything.

What is the difference between PEOS, PDOS and PAOS?

They come at three different points. PEOS comes before employment, PDOS before departure, and PAOS after arrival.

PEOS Pre-Employment Orientation Seminar

The seminar in these rules. You complete it online, and completion is mandatory for applicants.

PDOS Pre-Departure Orientation Seminar

The orientation that comes before an OFW leaves the Philippines.

PAOS Post-Arrival Orientation Seminar

The orientation on site. The DMW’s Migrant Workers Office runs it with the employer, and it may be conducted through an online system.

All three are defined in the same 2023 rules, each as its own seminar.

How do I get a PEOS certificate?

Take the seminar on the DMW’s PEOS website, peos.dmw.gov.ph. You sign in with a DMW eRegistration number, so register with the DMW online first.

1. Register with the DMW online

The PEOS website asks for your eRegistration number. If you do not have one, its “Register Now” button opens the DMW’s online services, where you register.

2. Sign in on the PEOS website

Open peos.dmw.gov.ph and continue to the seminar page. Enter your eRegistration number, your last name and your first name.

3. Choose your module type

Choose “Professional / Skilled” or “HouseHold Worker”, whichever matches the job you are applying for.

4. Study the modules, then take the examination

The PEOS website says its examination is based on the modules, so read them before you start it.

5. Get your certificate

The PEOS website has a “PEOS Certificate” link for it.

The seminar is at peos.dmw.gov.ph, a government website. Republic Act No. 11641 merged the Philippine Overseas Employment Administration (POEA) into the Department of Migrant Workers in 2022, so the DMW’s 2023 rules are the ones that apply now.

What should your agency explain to you?

Your rights, your duties and your responsibilities under your employment contract. The DMW’s rules make the licensed recruitment agency responsible for that orientation.

The same rules put the orientation of the foreign employer on the agency as well, on the same terms: the rights, the duties and the responsibilities the contract sets out.

The DMW’s register carries every licensed agency and the status beside its name. Check the agency’s status in the register before you hand over documents.
