How to hire Filipino workers with E-GMP
Hiring from the Philippines has two sides: what your own country requires before you can employ a worker from overseas, and what must be approved on the Philippine side by the Department of Migrant Workers (DMW). E-GMP handles the Philippine side in four stages.

What your own country requires
Your own country decides what you need before you can employ a worker from overseas, and you or your local representative secure it. E-GMP handles the Philippine side.
The permit
Depending on the country, that can be a work permit or work visa for the position, a place within a national quota, or a recognised qualification.
An example
In Italy, for example, the employer requests the work authorisation (nulla osta) online, within the yearly quotas of the decreto flussi.
The job order has to match
The order of events depends on the destination. Where your permit records the role or the employment terms, those details should be consistent with the Philippine job order, because the Philippine side checks the worker’s visa against the position before the worker leaves. The four stages, and what E-GMP does in each
An order with E-GMP runs in four stages, from agreeing the order to the workers’ arrival.
Stage 1 Agree the order
You send the requirement.
E-GMP tells you what can be deployed from the Philippines on your terms, and what cannot, before anyone is recruited.

Reviews your company, sends a proposal with the recruitment plan and the costs in writing, and signs the recruitment agreement with you.

Send the roles, headcount, destination, salary and terms, with your company registration documents. Sign the recruitment agreement and any required document authorising E-GMP to act for your company.
Steps 1 to 4

Stage 2 Get it approved
Philippine rules do not allow an employer to hire a Filipino worker directly unless the law or the DMW exempts the hire.
When you hire through E-GMP, your company needs DMW accreditation and an approved job order in its name before any worker is deployed. The Migrant Workers Office that covers your jobsite verifies the documents and accredits your company, and the DMW approves the job order. Approval needs complete documents, and pay and terms that meet the employment standards and wage rates the Migrant Workers Office applies for your destination.

Helps you draft the job order from its templates, and submits the verified job order to the DMW for approval.

Provide your company documents and agree the job order terms. Submit them to the Migrant Workers Office for verification.
Steps 5 to 8
- 5Job order drafting. Roles, salary and conditions, written the way they will be verified.
- 6Verification and accreditation. At the Migrant Workers Office that covers your jobsite.
- 7Job order approval. E-GMP submits the verified job order and the DMW approves it.
- 8Letter of authority, where needed. If you or your representative takes part in a recruitment activity, E-GMP notifies the DMW beforehand. If the activity takes place outside E-GMP’s registered office, E-GMP applies for a letter of authority.
Stage 3 Recruit and select
E-GMP sources Filipino candidates, screens them against the job order and presents a shortlist.
You interview and select. Where a role needs a trade test, candidates take it at third-party centres accredited by TESDA, the Philippine skills authority, which work with E-GMP as partners.

Steps 9 and 10

Stage 4 Deploy
E-GMP takes each selected worker through documents, the medical examination and Philippine exit clearance, and arranges travel for your start date.
After the workers arrive, E-GMP stays in contact with them and helps resolve worker concerns.

Steps 11 to 19

- 14Visa. Issued by your country.
- 15Exit clearance. The DMW’s Overseas Employment Certificate.
- 16Ticketing. Travel booked to your start date.
- 17Pre-departure orientation. The worker completes the Pre-Departure Orientation Seminar before leaving the Philippines.
- 18Deployment. The worker travels to your jobsite.
- 19After arrival. E-GMP stays in contact and helps resolve worker concerns.

How long it takes
Typically 30–90 days from job order to deployment. Skilled and white-collar roles can take longer, and nurses up to 120 days.
Accreditation, job order approval and your country’s visa or permit process can all affect the timing. E-GMP gives you a range for your order once the roles and the destination are known, and tells you which step will take longest.
What it costs
Cost depends on the roles, the number of workers and the destination.
E-GMP sets out the costs for your order in writing with its proposal, before the recruitment agreement is signed, so you can review them before you commit.
The workers’ compensation package is separate from these costs. When the job order is approved, the Migrant Workers Office determines it against prevailing employment standards and wage rates at the destination.
Questions employers ask
We already hold a work visa for the role. Can we start from there?
Yes. Send the visa details with your requirement. Your company still needs accreditation and an approved job order in the Philippines, and E-GMP helps you draft the job order to match the position on the visa, because the Philippine side checks one against the other before the worker leaves.
What happens if a worker cannot continue?
Replacement terms are set in the recruitment agreement for each order, and depend on why the worker left and when. Raise it in your enquiry and E-GMP will answer for your order.
Can a recruitment company in our country place the order?
Yes. If your company holds the contract with its own client, the job order is approved in your company’s name as principal, and the same four stages run through you.
